Was the process fair or unfair? Why? What led to the treaty? What forces: political, economic and cultural were behind the treaty? What was its ultimate result? What would have happened without the treaty? And what has been the long-term impact of it? How would the state of Washington look today if the Walla Walla Treaty had not been signed in 1855?

the answer to this question is states turning over their western land claims to the national government

The was no way for national government to pass the ordinances, while states were still claiming the territorries to themselves. the national government was only able to passthe ordinances once it was able to lay legitmate claim to those lands that the ordinances specified.
