The bank manager and father of two sons is not trying to be emotional. He is nt appealing to pathos. He is giving arguments, so he is appealing to logos, the reason.

That is why he uses facts and figures in his argument. He mentions the amount of money a student has in debt after graduating from College. He then proceeds to argument why it is important that high school students receive financial education that helps them to make the best-informed decisions in their life.
