The filibusters were not frequently used during the first two hundred years of Congress, but it beacame more and more popular since the 1970´s; recently the majority would rather move to different businesses in order to avoid filibusters. Defenders of this powerful institution calls the filibuster "Soul of the Senate".

Freedmen needed to decide where to live and how to support themselves. Many also searched for lost family members. Not all were young or healthy enough to leave the plantations where they had been living. Some struggled with poverty and illness.

The Senate was the most powerful branch of the Roman republic, and senators held the position for life. The executive branch was made up of two consuls, elected yearly. These two consuls had almost kingly powers, and each could veto, or disapprove of the other's decision.
