why did the national colonization law did not allow foreign settlers to settle on or near boundaries and coastlines

The National Colonization Law of 1824 guaranteed to foreigners settling in Texas security for their persons and property. In order to protect the people who were colonizing Texas (colonists), the US government reserved ten coast leagues, and twenty leagues bordering on the United States from location. That was the main reason why the colonist were not allow to settle in these protected or reserved areas, for their own protection.

The first world war placed an unbearable strain on Russia's weak government and economy, resulting in mass shortages and hunger. In the meantime, the mismanagement and failures of the war turned the people and soldiers against the Tsar whose decision to take personal command of the army seemed to make him personally responsible for the defeats. In March 1917, the Tsar first lost control of the streets, then the soldiers, and finally of the Duma, resulting in his forced abdication on March 15th, 1917.
