Civic duties are things that you owe to your country or that you have to do (or at least should do but they can't make you do them). Such things are defending it in case of a war, or participating in voting, or anything similar.  Civic responsibilities are things that you should do to make the society better, including things like recycling, or participating in civil service, or anything similar.
