One benefit of establishing a mandatory recycling program in the United States would be lesser garbage thrown in the landfill. The drawback of the program is that some people might not be able to segregate it right and it takes an effort. 
The impact that the program would have in my state and residents in my community would be really awesome especially when everyone cooperates. Lesser trash and recycling means lesser pollution in the environment.
