Acids have a pH level power than 7. Water is usually close to 7 pH, but it is usually diluted because of various factors. I'm assuming you mean the pH of the sample was 5.4? This would make more sense. The acid rain would lower the average pH because the rain has a pH less than 7. The rain's pH will also be less than 5.4 because it would need to average with the waters previous pH to get this number.
