The statement meant that the nations which are at war with each other may be due to any reasons leads to certain problems because of the war.

Those problems could be damage to life and property by the people and their weapons. The war might also lead to shortage of food and other resources leading to the conditions of drought and famine in the countries of the war. This leads to the killing of thousands of people in the countries who are involved in the war.
