1970s began detente
During the 1970s, the Cold War began to ease under a detente policy as well as the beginning of peace talks. Brezhnev increased military spending will talking about peace. 

Under Reagan the Cold War intensified again
Reagan increased military spending and began a weapons program referred to as "Star Wars" which intensified the Cold War. Also, Reagan's rhetoric increased fears of a communist attack referring to the USSR as an "evil empire".
