the bill had stalled for several months in the house comittee chaired by seggregationist leader Howard smith. however,Johnson campaigned viciously using all the powerful men in washington to lobby undecided republicans on the need to have the bill moved out of the committee stage.

The United States Congress established the Freedmen's Bureau in 1865 after the American Civil War. The purpose of this government office was to offer some help to African Americans and poor white people who were suffering from harsh economic conditions after the war between Confederates and the Union Army. What kind of help did the Bureau offer to the American people? Well, basically, medical aid, food, and housing. The federal government also tried to help them with education support. The bad news was that the office lacked the proper support to really represent a real helping hand to all the people that needed relief.
