The second argument is a moral argument: all people have dignity no matter whether they are rich or poor, and the poor as worthy of respect as the rich. In modern democracies, governments help the poor because poverty is seen as a negative consequence of many factors that play in a society.

From this two reasons, the argument in the question can be refuted, and the conclusion is that government programs that help the poor should be supported.
