When the excerpt says that he clearly wanted the mexican government to help germany in the war, he sent the telegram . The statement where Zimmerman is clearly sending an urgent message to the Mexican Government shows that his message was clearly important, and he was desirous of the Mexican authorities to treat his telegram with priority. Germany was in a clear need for allies, and this telegram was one of the main reasons that made the United States abandon its stance of non-involvement in the First World War.
