Dependent on foreign oil--the US needed oil to run factories and transportation but had no domestic oil supply to rely on. 

When OPEC (Organization of the Petroleum Exporting Countries) placed an embargo on the US regarding oil, the US suffered shortages and raising prices. The embargo caused the US to evaluate their reliance on foreign oil and begin refining US oil reserves.

Answer: In 1898 Senator Henry M. Teller created an amendment to the US. Declaring that they did not wanted have the control of Cuba, saying they wanted pacification. After the letter Spanish left Cuba

The Platt Amendment was a Constitutional provision signed by the US Senate in 1901 that the United States could intervene politically and militarily on the island of Cuba. It was created to succeeded Teller Amendment.

With these articulated policies, the United States has supported the decolonization of neighboring countries to have them as allies and to effectively achieve their geopolitical and economic interests.
