There are many many ways this question can be perceived. What your answer is, most likely depends on who you are. But when your talking about a country as a whole, thats a little different. I believe the correct answer, is that: Countries around the world are communicating and interacting in order to become a more communicative union. In addition, allied countries are preparing for the possibility of war.
