At the beginning of each Congress, the parties' members in the Senate choose their own leaders which shall protect their rights and interests on the Senate floor. Since the 1920s, the Republicans and Democrats are the first floor leaders of the U.S.

Depending on which party is in power, one serves as majority leader and the other as minority leader. The majority leader, whose power in the Senate is equal to the power of the Speaker of the House, is responsible to schedule the daily legislative program and, along with the minority leader, it creates the unanimous consent agreements that govern the time for debate.

The members of the Senate choose their party leaders from within their respective parties at the beginning of each Congress. Usually, the leader of the majority party in the Senate emerges as the majority leader, while he selects one from among other members to serve as a minority leader. The majority leader should represent the party’s unanimous stand on all legislations, and the position of his party members united by the party ideology. The majority leader also schedules the daily legislative programs and speaks for all of the party members. The majority leader has the authority to recognition before the presiding officer, which authorize him to offer his motions or arguments before other senators. It has to be noted that the provision of the majority leader of the Senate was not included in the U.S. Constitution, but gradually developed in the 20th century, with the first-floor leaders in 1920 and 1925.

It has to be remembered that the post of majority leader commands a lot of skill, display of personality and intelligence on a personal level, and are not vested with a very specific set of powers.
