Expansion of the USSR--Truman believed in a policy of containment in regards to the USSR and communist expansion. 

This speech indicates the desire by Truman to create a free world where elections could occur. The USSR and the leadership of Stalin was seen as dangerous by the United States and in particular how communism was spreading through Europe. Truman made it clear that the US was willing to support countries in keeping or creating a free state.

Context/details:

The statement was a part of what became known as "The Truman Doctrine."  The policy was first stated by President Truman in an address to Congress in 1947, when he said, "It must be the policy of the United States to support free people who are resisting attempted subjugation by armed minorities or by outside pressures."  Essentially, the Truman Doctrine pledged American effort elsewhere in the world to check the spread of communist and Soviet influence.  The policy was first put into action in 1948 by providing economic support to Greece and Turkey to stave off communist movement in those countries.  The essence of this policy was called "containment" -- keeping communism where it was and stopping it from spreading.  

The containment policy had been recommended by George F. Kennan, America's ambassador in Moscow after World War II.  In 1946, he sent what became known as "the long telegram" of his advice about what the USA needed to do about the Union of Soviet Socialist Republics (USSR).  Kennan took note of the internal problems the USSR had.  He advised not pushing the conflict too much, but instead just try to "contain" the Soviet Union rather than going to battle against the USSR directly.

So, in simpler terms, it’s the obligation of the accuser to present the elements that support his claim. In the case of the example, Citizen X lives in Rome because he has to present the proofs that his co-worker stole the watch. There were no proofs, then, the co-worker was found not-guilty in the absence of proofs.

The United States is the largest emitter of the aforementioned gases, and to decline the burning of fossil fuels to fall in line with the outlines of the protocol, would cause an economic disturbance. The lack of global participation was worrisome, and most of the countries that agreed to the protocol were and still are developing nations that do not consume anywhere near the levels of gases presented in the protocol.</span>
