Political machines were in areas with immigrants.

Explanation:

Political Machines begins by serving the requirements of the immigrants, by giving them work, homes and other facilities. Political machines command cities where there were large immigrant communities. They were organizations, use both illegal and legal methods to get their nominees elected in Governmental office. Immigrants vote the candidates because they are looked after by the city machines.

These machines had both positive and negative side. They helped immigrants finding jobs and get other facilities. Negatively they illegally use political influence for personal gain, received illegal payment and gave the job to immigrants and people who help the candidate win the power in the area.
