I think, by far, D makes the most sense here.

If you replace the word ‘relinquish’ with
A) Expect
B) Surprise
C)Explain
D) Surrender
D by far makes the most sense.

Also, to relinquish something means to give something up. In this case, “Surrender all their natural rights” makes just as much sense. Hope this helps :)
