The majority of funds for public education--as well as guidelines and plans for local public education--are provided by the local areas where that education takes place. Now, there are state funds provided too, and states set state-wide guidelines for education that all schools in the state must meet. And their are national guidelines and some funding programs too. But the majority of control of local schools still is in the hands of the local communities where that education takes place.
