The main way in which popular sovereignty applied to federalism is that it allowed settlers of new land to determine whether this new territory would be "slave" or "free", meaning that the states a large amount of power as well as the federal government.

This represents the island nation of Great Britain as the kid and Nazi Germany as the monsters. The act of Great Britain giving out "candy" represents Britain agreeing with Germany to claim territories in Europe such as Austria, Memel, Sudetenland, etc. Sudetenland was especially a big sign of appeasement after the Munich Conference which Czechoslovakia did not attend.
