Meter 1 which ALWAYS reads 10 too high is more precise. Meter 2 which reads anywhere from 5 to 9 too high is more accurate than meter 1. Accuracy is based on how near the reading is to the correct value, since meter 2 only has an error range of 5-9, it is more accurate compared to meter 1 which has an error of 10. Precision, on the other hand, is described as how near the reading is to each other. It is stated that the reading ALWAYS reads 10 too high, so if reading 1 is 20, reading 2 is 20, reading 3 is 20, these readings are very precise.
