Although the USA played a major role in establishing the international league, it withdrew from joining the league. The main reason for this action was the outrage of American society, they did not want American resources and young lives were wasted on looking at the world and fighting a war in countries they had never cared for. This left France and Britain as the only ones capable of working in the league and also had no interest in working for the international league goal, which led to its collapse.

The council was heavily involved in operations to maintain peacekeeping around the world, enacting international sanctions for violator of human rights, and authorizing military action when deemed necessary.

The United States have many more specialized agencies to tackle different varieties of issues such as handling conflict among countries on an international trade, providing food & education for children in poverty, etc.
