Kennedy announced that major civil rights legislation would be submitted to Congress to pretty much guarantee equal access to public facilities (bathrooms, water fountains, restaurants etc.), end segregation in education, and to provide federal protection of the right to vote, so now you can't be denied the right to vote if you are 18 or older, based on your gender, or based on your skin color. The only reason you can be denied is if you are a felon, if that hasn't changed / I remember right.
