The Open Door Policy was a concept in international relations developed by the United States, in which all states should have the same conditions and rights for trade with China. As a theory, the idea came after the First Opium War (1839-1845).

The policy was accepted by Britain, France, Germany and Japan through US Secretary of State John Hay's initiative in 1898, which also supported China's territorial and administrative integrity.

This policy would grant the various international powers equal access to China, without any of them being in total control of the country. On paper, the policy aimed to safeguard Chinese sovereignty and the territorial integrity of the partition.
