I think this line, "Whereas these acts of lawlessness take our Nation’s focus away from a safe and civil dialogue on issues of importance to our Nation" means the following, in the George Floyd Bill.

First, that the members of the House of Representatives in the United States Congress has passed a bill due to the terrible incident of the killing of African American George Floyd.

When the representatives expressed that affirmation, they meant that lawlessness acts hinder the proper kind of dialogue to reach agreements.

The American society is living in a time of important changes that need respect and tolerance to different opinions to reach a consensus, and lawlessness actions impede this consensus.

Democrats in the House of Representatives passed voted 236-181, but it is known that the Senate won't pass the bill, showing that US representatives do not have the will to reach that consensus.

Civil dialogue is much needed when there are so many differences that highlight the polarity in US politics.

There are so many differences in society that makes it more divided in a time when unity is necessary. One way to reach it is by not tolerating horrible acts such as the killing of George Floyd. However, the division seems to be constant.

Finally, some sectors of the US society say that it is difficult to reach unity and tolerance when the head of the executive branch is the first in generating this division through his comments and actions. The result can be seen in the actions of the police in the many racial incidents that America has witnessed in recent months.
