I believe Kennedy implies this because starting a nuclear war would in the end kill everybody and their would be absolutely no reason to do one.

The US is a country of immigrants, and there were immigrants from both Central and Ally powers, with immigrants from both sides wanting the US to join their homeland's side.
Which is why they didn't want war.
