Tokyo. April 18, 1942. A clear and quiet morning. The one hundred and thirty-third day of Japan’s war with the United States. Everything seemed normal in the island empire’s sprawling capital.

Tokyo staged an air raid drill that Saturday morning, but it bore little realism. No sirens sounded. Air raid wardens gazed at a placid sky. Fire-fighting brigades trundled their equipment through the streets. Barrage balloons rose along the waterfront. It all seemed a matter of going through the motions.

At about noon the drill came to an uneventful end. Because no sirens had announced its beginning, none signaled its conclusion. War workers laid down their tools and began their midday break. Millions of other Tokyo residents went shopping, visited parks and shrines, attended festivals, and watched baseball games.

2. If the economic recovery goes faster and better than expected, then, such a large spending bill could theoretically overheat the economy, and cause inflation.

Both of these reasons are highly debatable, and are contentious not only among politicians, but also among economists.

The main role of the “Office of National Drug Control” is to decrease the manufacturing and the usage of drugs.

The war on drugs was initiated by Nixon when America was in a terrifying situation over the widespread drug use. Especially during the 1960's the 'counterculture' movement period, the drugs had become more popular in public. Then the Americans realized that the drug use was a serious threat to the country and it's moral.  The ''Office of National Drug Control Policy'' (ONDCP) was started by former President Nixon who initiated the “war on drugs”. The “Office of National Drug Control” (ONDCP) took responsibility<em> to reduce the use, trafficking and manufacturing of illicit drugs and drug-related health issues, consequences, crimes and violence by building, executing and estimating U.S. 'drug control policies' on “war on drugs.” </em>
