Why doesn’t heck tate shoot tim johnson?

Heck Tate doesn't want to shoot Tim Johnson because if he misses, the bullet will go straight into the Radley's house, possibly hitting someone inside. Heck Tate knows that he is not as good of a shooter as Atticus, so he asks him to do the job instead.
