Explanation:

The building's total height does not exceed the limit set by the city commission. In fact, it is much less than that. 20 feet is for the first floor and 11 feet for the next 15 floors so this makes a total of 185 feet. The limit given by the authorities is 310 feet so there's a reasonable difference between the building's actual height and the height allowed. Also, the plan meets all other requirements so the commission should approve it.
