So basically the Darwinists would not approve of ANYTHING that would help the poor. Social Darwinism used "survival of the fittest" to help them in business.

During the World War I, the government of  the United States established the War Industries Board with the goal to shift the U.S. to wartime economy. They fixed wages and prices, set priorities of the industries and make factories for producing the war materials, to achieve there goal. More than twenty percent of the production of U.S. were shifted to meet the wartime goals. Thus the U.S. government wished for the economic production to grow during World War I.
