Well I don't think I need to paragraphs but in a total war a country is declaring war not just on a country's government but on all the people in that country for peasants to the rich. In a conditional war it is fighting the other country's military and the government.

Congress did not have power to modify the Constitution through regular legislation because Supremacy Clause places the Constitution before the laws. In so holding, Marshall established the principle of judicial review, i.e., the power to declare a law unconstitutional.
