What were Nixon's policies toward China and the Soviet Union? Why were they so surprising at the time?

Nixon wanted to have peace with them, and so he visited China and USSR to try to have ceasefires and treaties (in a sense). This was suprising, because just before, they had a cold war with the USSR, and basically most of their communication was cut off as they were fighting each other

Even if Northerners opposed slavery, they could still be neutral in terms of what they do to help slaves or not. The Fugitive Slave Act forced them to go against their own beliefs with this potential jail time or fine, which really angered them.
