In the certain area that people are looking to mine,it may have lots of people. If there a lots of people,and there is an explosion in the mine,lots of deaths would happen. If there was people with lots of sickness,or a huge hospital in the town this would be bad,because they would be spreading possibly toxic and lethal chemicals inside of the town and killing off all of the people. Truly the main reason for society impacting this is health and money. It may be expensive in this area.
