It depends on what penalties, and the severity of the student cheating.

So, the student is cheating on something minor, something unimportant, then I don't think they need to be kicked out of class just for that, but maybe get a 0 on that whole thing and that will teach them a lesson.

If the student is cheating on something important (excluding big tests), then the school should probably: A, give them a 0 on it or B, move them down to a lower level so the student feels like they don't have to cheat.

The worst thing they could do is cheat on a really big test like an exam, then they will probably end up with a big fat 0 on it all and flunk that class, or get kicked out of class.

Lots of people (adults and kids) think that penalties should be easier on the kids, but I don't agree with that. If the kid has done something wrong, then the kid needs to pay for their actions and deal with the consequences.

In regard to goods or services a country cannot provide on its own, it may also simply be that it cannot provide those goods or services with the same degree of efficiency or quality as can another country.  This is the idea of comparative advantage, where each country focuses on producing those things in which it has an advantage over others and then trade with others for the other goods or services it desires.  On the global scale, this does increase productivity and prosperity overall.

For most of the recorded history, or more specifically till around the period of the expansion of the Arabian Empire, it was a relative unknown for most of the the other countries. It is not that the others didn't knew the region, but the region was not of interest of any of the other countries so it was left mostly unexplored. This was due to several reasons:

- The landscape; it was and still is a desert dominated region, so it was dangerous and unattractive for most people.

- The population; there was a very small population which was predominantly nomadic so it was not of great use for the foreign countries.

- Scarcity of resources; Arabia lacked any significant resources that can increase an interest in the region, and the biggest problem of all was the lack of water since the Arabian Peninsula doesn't have a single constant river flow.
