Well if your asking which is higher up on the important people ladder then I would say for people if the catholic religion I'd say the pope. But other might say emperor.

This kind of question sounds like it's asking for an opinion. I think that the emperor has more political and ruler type powers while the pope is a strong religious leader who is highly respected. I am not sure if the pope has any powers as to the making of laws and general rules in society, just influences good morals. But I'm not sure
