All of the above are pull factors (reasons someone would want to leave their home country or area and move to another country or area)

I would choose option b: people are leaving rural areas and moving to urban areas; as the most likely reason because there are more job opportunities in urban (city) areas then rural (farmland) areas.

- war torn areas aren’t very common nowadays as reasons people would leave

- government policy is likely when moving from country to country but areas is also given in the question. Therefore it is not as likely of an answer

- land and resources is a valid answer for when areas were less urbanized; but also for when moving from country to country and less of area to area.
