Alcohol is classified as a Central Nervous System depressant, meaning that it slows down brain functioning and neural activity.

Explanation:

Since it slows down brain functioning, it could cause people to lose their common sense and forget about the goals/limits they have set for themselves (hence why they drop out of school/slack at classwork/get poor grades). The reason why they begin to use other drugs is due to how alcohol makes them feel. If they feel great being under the influence of alcohol, they might think other drugs could give them the same, if not, better effect. Nondrinkers do not have this urge to try other drugs because they never go under the influence of alcohol in the first place.
