There is of course no one true answer, but an infinite number of them, all correct.  Let's go with

Answer: 7.7 + π/100

Pi divided by 100 is .031415926.... so this is about 7.73141526.

Another answer, perhaps looking more like what you'd call a number, is the square root of 61, about 7.81.

Answer: √61

y = 4^x \quad \to\quad y = - \frac 2 3 (4^{x+7}) - 5

y=4^x

OK, we'll go in steps.  First a reflection through the x axis, which negates y.

y = -4^x

Now a vertical scaling of 2/3

y = -\frac 2 3 \cdot 4^x

Now we shift seven units to the right,

y = -\frac 2 3 \cdot 4^{x+7}

Now down five,

y = -\frac 2 3 \cdot 4^{x+7} - 5

There it is.

Answer: reflection thru x axis, vertical scale 2/3, right shift 7, down 5, second choice
