A) territorial legislatures. If your state allowed slavery or not was up to the state itself. It was when Abraham Lincoln came in and said that he would ban slavery all over the U.S. that things really went south. But, before the civil war it was all up to the states (aka territorial legislatures)

After fighting on the defensive for most of the day, the rebels rallied and were able to break the Union right flank, sending the Federals into a chaotic retreat towards Washington. Prelude to the First Battle of Bull Run (Manassas)
