Do you mean is insulated wire magnetic. The answer is no. It has to be made of iron or steel in order to be magnetic.

Most wire is copper and that definitely is not magnetic -- insulated or not. Aluminum is also used as wire, and it too is not magnetic. Aluminum is awfully hard to work with and industry much prefers copper.

One further thing to note: Copper can be made to act like a magnet if it is insulated and you wind it around an iron core and send a current through it. You can see the results of doing that if you walk past a junk yard and see a crane with a flat cylinder at its end lifting all sorts of metal (iron or steel). Search out electromagnet.
