C. Government of new territories

Explanation:

The Northwest Ordinance of 1787 provided for the government of new territories. This made it so land in the northwest was going to be adopted into the United States, which caused many people to move to the new territories. This Ordinance went over certain policies for people that would be moving to the new territories to make sure things would stay in order and be civil. Many of the policies enacted into the Ordinance, ended up being in the United States Constitution. These were very important and much needed for the citizens and helped protect their rights.
