The Three-Fifths Compromise was one that stated that every 5 slaves count as 3 citizens towards a states population for both taxation and representation reasons. This meant that Southern states received more legislators based on the number of slaves they had. The North felt this was extremely unfair, as these slaves did not have any political power in the South. From there, the controversey over slavery and whether it should exist in new territories added by the US during the 19th century would continue to cause problems between the two different regions. This culminated with the beginning of the Civil War in 1861.
