EMAC is the help provided to states at the time of emergency as well as during any disaster.

Explanation:

During any emergency or disaster EMAC helps the state through straightforward system it allows the state so that it can send equipment as well as commodities so that the situation can be handled.The members who are involved in EMAC are the US states ,Virgin islands, states of Columbia, Guam and lastly Puerto Rico.

During the time of emergency the states have the right to share their resources so that they can help the states which are affected due to emergency or due to disaster.
