There are 3 Answers:

Choice A) reflect the dilated circle over the horizontal line through point C.

Choice D) rotate the dilated circle 180 degrees around point C

Choice E) translate the dilated circle to center B

Due to symmetry, rotations and reflections do not change a circle. This is why we are able to rotate around point C so that it looks like a translation has occurred. A similar thing happens with reflections as well.
