The answer is "Both were attempts to show that segregation was unconstitutional." Brewer took no part in the thought or choice of the case. Plessy v. Ferguson, 163 US 537 (1896) was a point of interest protected law instance of the US Supreme Court. It maintained state racial isolation laws for open offices under the teaching of "particular however equivalent".
