President Woodrow Wilson did not want to get involved in foreign affairs at this time. This is evident from the fact that the United States did not enter World War I, even though a German submarine killed American civilians when they attacked the British passenger ship the <em>Luisitania</em>. It wasn't until the Allies intercepted the Zimmerman Telegram (roughly 3 years after the war started) that the US actually joined World War I.

Once the Great Depression hit America, the government was far more concerned with how to help American citizens and how to help the economy recover rather than focusing on Latin American countries.

Along with this, the United States's entrance into World War II in 1941 also redirected their attention. The US was more focused on helping the Allied powers win in the Pacific and European theater rather than focusing on Latin America.
