It also provides Congress with the right to assume those implied powers that are not directly given to the states, as part of their jurisdiction.

Explanation:

The Necessary and Proper Clause, which was established in Article I, Section 8 of the U.S Constitution, caused a lot of debate especially when the Constitution was first passed. Why? Because it literally delegated Congress the right to use all those powers that were not directly given to states by the Constitution, meaning all powers that were "implied" by the Constitution. The only limitation was that these laws could not infringe upon what had been set in the Bill of Rights. In the end, this meant that Congress was strengthened over the states and this was not pleasing to them. It also allowed Congress to establish any laws that it saw necessary and proper to fulfill what has been set in the Constitution, even above the desires of states. This also was not well taken, but in the end, it was accepted.
