Each of the city-state were known as polis (essentially city-state in Ancient Greece). Polis had special kinds of marketplace and city center.

The Administrative Procedure Act (APA), which was enacted on June 11, 1946, is a federal law of the United States that establishes guidelines for how administrative agencies of the federal government of the United States may develop regulations and gives U.S. federal courts control over all agency actions. Although each US government agency is organized within one of the three branches of government (executive, legislative, and judicial), that branch's duties frequently overlap with those of the agencies' purview. The APA controls how federal agencies create and publish regulations. There are opportunities for the public to comment on notices of proposed rule-making, as well as requirements for publishing notices of proposed and final rule-making in the Federal Register.
