In other words, a logical argument is usually more effective, since it is rational and outlines the reasons why you have a point. Whoever is listening to you, even if you are emotional when speaking, is likely not to be feeling in the same way as you, so it is not a good idea to rely on one's empathy when making a point. In fact, it is best to rely on logic and rationality than on emotion.

Nevertheless, there are people out there who can be overly empathetic, and therefore can be moved easily when standing before someone who is crying or even moaning and groaning. When it comes to convincing those people, an emotional argument is quite likely the way to go.

Therefore, a logical argument is USUALLY more effective than an emotional one, not ALWAYS more effective.
