I think Swift does give the "okay" for Gulliver to act the way he does because he depicts Gulliver as this sort of courageous hero who completes these magnificent feats with his wit and bravery. Swift also builds up the fantastic characters and civilizations that Gulliver visits to be better than humanity by leaps and bounds. The stark contrast between these fictional civilizations and the people of England is so blatant that the reader can't help but be negatively biased toward the English.
